Can an app be dependent on another App Source add-on?

I want to put an app on the app source that will add to dynamics 365 for customer service. My app will need a self-service portal for customers. Because of this, we will make changes to the customer self-service portal (like adding new pages). Then, we'll put together a package of the solution to send in.

I read review guidelines for apps that said, "Your app must be easy to set up and configure quickly (no customization needed)".

Does Microsoft let people publish apps that need another add-on, like a self-service portal for customers?
